Add the water, sugar, and cinnamon sticks to a large
sauce pan. Bring to a boil, and continue cooking until
the sugar is dissolved (about 10 minutes). Pour this
mixture into a large slow cooker, set on low or medium.
Add the rest of the ingredients. Let this simmer
in the slow cooker for 20 to 30 minutes, and serve.
Makes about forty 1/2 cup servings.
